VENUE AND DATES

 

The IIIrd Congress will be held in Hong Kong November 20-30, 1983. This

will be co-sponsored and locally coordinated by the Catholic Marriage Advisory Council of Hong Kong, a long term affiliated member of IFFLP.

 

The inaugural Session, followed by a Reception, will be held either at the Hong Kong City Hall or at the Loke Yew Hall of the University of Hong Kong, November 20, at 15:00 hours. All other activities, plenaries and workshop sessions will take place at the Hong Kong Catholic Diocesan Centre where, in addition to the ample space, facilities and meeting rooms, with facilities for simultaneous interpretation, the lunch and evening meals will be catered at the CARITAS restaurant.

PARTICIPANTS

 

At present, based on IFFLP's members and friends interest, some 150-200 participants are expected, with 100+ from Asia/Oceania alone. And some 50 countries will be represented. The following is a preliminary estimate of number of participants expected to attend:

PROGRAM

 

This proposed program is essentially a developed version of the initial propositions discussed with the Congress Committee members (7/20/82), (Sec ANN 9 of Liaison Letter N= 3), and partial discussions with WHO, Mr. J. Spieler and Dr. A. Kessler, at our meeting of October 19, 1982. The program will be fur­ther discussed with USAID consultants, IFFLP Directors of the Board, and sel­ected IFFLP members from each zone, as the rester of speakers and facilitators firms up based on their interest and availability.

IFFLP expects some 25 countries will be represented on the Scientific Program, with more than half of them from developing countries. Simul­taneous interpretation for the first three days of scientific sessions will be provided. Special invitations will also be extended to funding agencies of private and public sectors to send observers.

 

 

COMMITEES

Two committees have been formed to coordinate this Congress, namely:

(a) The International Committee-IFFLP, made up of two Board members - president, Dr. William Uricchio, and secretary, Dr. Ramon Ruiz, along with the executive director, Claude A. Lanctot. This committee bas the primary responsibility of finances, program (with speakers), and the participants' subsidy.

(b) The Congress Local Committee, presided by Dr. Ramon Ruiz, Chairman of CMAC-Hong and Secretary of IFFLP. This committee is responsible for all local arrangements, namely: housing, venue, inauguration, reception, banquet, tours, transportation, meals, registration, exhibits, local secr­etariat facilities, and press services.

 

Both committees collaborate closely on the overall coordination of the Congress.

TRAVEL ARRANGEMENTS

 

The self organized groups: Macau, Japan, and Taiwan, as well as some other self-paying participants will make their own travel arrangements. The majority of our Congress participants will have their travel plans coordinated by IFFLP Secretariat, to take advantage of the more convenient group rates often of 50% off the regular economy fees which the Secretariat will negociate with the (to be selected) travel agency.

 

These group cares and arrangements are currently under negociation with three travel agencies, one in Hong Kong and two in Washington. The participants will be informed of the final package by IFFLP Secretariat by April-June 1983. Ail persons attending the Congress will of course be invited to take advant­age of this more convenient package offer.

 

 

LOCAL ARRANGEMENTS

 

The local arrangements are in process and entirely coordinated by the Congress Local Committee - of Dr. Ramon Ruiz, as follows:

Venue:    Hong Kong Catholic Diocesan Centre - which provides an auditorium of 250-300 persons' capacity, with equipment for simultaneous interpretation, meeting rooms, and the Caritas Restaurant;

Inauguration - will be held either at the Hong Kong City Hall or at the Loke Yew Hall at the University of Hong Kong;

Lodging - In the spirit of IFFLP work (development) convenient 2nd and 3rd class accommodations have been located, as follows:

·   (nearby) Robert Black College, 20 beds (priority for speakers);

•    Kowloon: Caritas Bianchi Lodge, 60 beds, and the YMCA, 80 beds (both air conditioned);

•    H.K.Island: Diocesan Retreat House, 40 beds, and at the Holy Spirit Seminary, 60 beds (if necessary).

A perdiem of $35(US) comprehensive package is available, and includes: the double room occupancy; all three meals (breakfast at lodging place and lunch and dinner at the Caritas Restaurant); and transportation. Single room occup­ancy is available upon request at $15 per day supplementary charge. Hotel rooms will also be arranged for those requesting it - they are some three to five times more expensive;

Transportation - This will be facilitated both upon participants' arrival/ departure (airport), and to/from lodging/venue daily rune;

Entertainment - The Congress Local Committee is making the arrangements for

the Banquet for the participants (on November 21st), and is aise coordinating the outing to Macau (for 11/24) sponsored by the government and the Bishop of Macau;

Exhibits - As in the past, organizational member participants will be encouraged to present their respective history, programs, and major resources (in Presentation Summary) and particularly through the setting up of program exhibits;

Registration - This will be coordinated between the Congress Local Secretariat (Hong Kong) and the IFFLP Offices (Washington);

Miscellaneous - Other services such as the press room, duplication, photographer, and post Congress tours, will be coordinated by the Congress Local Secretariat.

 

 

EXHIBITS

 

Based on our Cali (1977) and Navan (1980) experiences, IFFLP Congresses are

an important occasion to inform participants mutually on the state of the art, and their respective teaching materials, and information available to the NFP network. We will therefore strongly encourage each participating organizational member to arrange through its delegate(s) a specific exhibit on its programme, teaching materials, and activities in general. IFFLP will request Mr. Bernard Fortin, now director of the Montreal Archdiocesan Office for the Family, to coordinate these exhibits. We expect to organize also an Audio-Visual Demonstration Program.

FINANCES

 

The detailed description of the anticipated expenditures and sources of income are provided in ANN 3 - as in the past a range from low to high budget is given and summarized here as follows:

The financial success of this IIIrd Congress/General Assembly of IFFLP resta on two important variables: (a) the willingness and capacity for the participants to assume ail or a large part of their colts, and (b) our ability to raise a significant portion of the targeted goal on grants.

 

In consultation with CMAC-Hong Kong (our local sponsors) and the Congress' Local Committee the perdiem package for lodging, meals, and transport­ation, was established at $35 per day, whereas the registration fees

were set by the Congress International Committee at $50 per section (3 days) scientific sessions and 2-1/2 days of trainers' workshops.

 

IFFLP's requests to funding agencies will be made on behalf of selected participants and will cover four components: travel, registration, perdiem, and a 15% supplement for support and coordinating colts.

 

 

SUBSIDY POLICY

 

The IFFLP Board will authorize a flexible policy which will enable a maximum application of the Secretariat subsidy resources. This policy will especially aim to ensure adequate representation from all IFFLP zones and if possible to cover subsidies for observers from promising organisations or groups planning to become members. Attached herewith is a draft of this policy as is submitted to the Board for their cons­ideration. (ANN 4).
