IFFLP DIRECTORS LIAISON NEWSLETTER NO. 7

 

Dear Friends,

 

As I said in the No 4 liaison newsletter last September, clarified  somewhat in no. 5 in November and more so in no 6 last

December, this briefer newsletter aims specifically at bringing you the final agenda of our January 21st telephone conference at 8:00 hrs Sherbrooke time. This telephone conference shall be our 2nd one on the model of the one held last January 15, 1975 and which was summarized (minutes) in Annex I of our Directors` Liaison Newsletter no 2 of last February 1975.  Again this conference shall serve as an official Board Meeting. This newsletter is brief since I propose to send you a much more substantial one within 10 days to prepare our face-to-face board meeting in Geneva next February. I am also attempting for Armando and Pierre's sake to edit this letter in three languages, hoping that this trilingual service will from now on be the rule whenever possible.

 

Here are the three sections of this newsletter:

I- INTRODUCTION:

 

The telescoping of my last three directors' liaison newsletter  largely provoked by -the mail strike and the exciting funding and WHO break throughs have made it so a few of you have only responded to no 4 and 5 and not yet to no 6, so instead of summarizing systematically all your reactions on all items, I have restricted myself in Section II to the Key propositions of newsletter no 6 which appear to us likely to bring your easy agreement or consensus and the other items shall be simply postponed to our next regular Board meeting less that 3 weeks late.  I shall try therefore to submit to you a more elaborate liaison newsletter no 8 around the 23rd or 24th of February which will have all the supportive documents for our Geneva discussion so You will remenber that we are holding our telephone conference one week earlier at Barbara's request. I only received Dr Benagiano's formal invitation to Geneva for the NFP consultation January 8th and you will find for your interest the copy of my response to him herewith (Annex 1) As four of you: Joseph, Armando, François and Barbara (through her husband Paul) should have received a similar invitation (and the subsidized travel)  I will be foxwarding two prepaid return tickets to Freddy  and Marie-Paule for their visit to Geneva  (Feb.

8th - 15).  We should be confirming all of this in our telephone conference on January 21st, under proposition 5  (the major reason for having this conference).  I have written for the Hotel reservations either at the Hotel du Midi, Place Chevelu or the Hotel Ambassador 24 Quai des Bergues).  These two hotels face each other and are but a stones  throw from the  *Rade de Geneve"'  where the overflow of lake LEMAN becomes the Rhone rive.

As we defined it in our By-Laws  (draft 6) in Article 4, section 5 b  our quorum for the phone meeting is 4 of the 6 administrators  (2/3) and we should remember this in-ease the telephone communications are defective or that some of you cannot be reacho  In any case, I shall try to prepare the minutes  (proceedings)  of the meeting to include with my next liaison

Newsletter no., 8 for review and approval.

 

II-  JANUARY 21ST TELEPHONE CONFERENCE  (AGENDA)

 

We anticipate the telephone conference for January 21st 1976 at

8:00 hours (A.M,,)  Sherbrooke and Ottawa local time:

Canada - Ottawa:  8:00 A.,Mn  1/21

Colombia - Cali:  8:00 AoMo  1/21

Australia - Camberra:  1:30 AoM,  1/227

India - N-Delhi:  18:30 P.Mo  1/21

France - Grenoble:  14:00 P,Mo  1/21

Mauritius - Beau Bassin:  17:00 PoM,  1/21

 

This time Marie-Paule as president shall lead the exhange and referring you to last December`s liaison newsletter no 6, page 17 here are the 7 propositions we have retained for your consideration:

 

Proposition no 1  (letter no 6, prop. I):  Acceptance of the minutes of the May 1975 Board Meeting;

 

Proposition no 2  (letter no, 6, propo 2j:  Acceptance of usual minutes concluding formula;

 

Proposition no 3  (letter no, 6, propo 8):  Acceptance of Francois submitted French translation of the Constitution;

 

Proposition no 4  (letter no 6, propo 9) :  Acceptance of the IFFLP*s participation in the Eucharistic Congress of Philadelphia  ($1000);

 

Proposition no 5  (letter no 6, propo 10):  Acceptance of our next scheduled Board Meeting in Geneva on February 13 to 15th;

 

Proposition no 6  (letter no. 6, Propo 11):  Specific authorization of a New Delhi Congress Account with the American Express Int. Banking Co;

 

Proposition no 7  (letter no 6, propo 12):  Confirmation of the IFFLP formal commitment to the holding of the New Delhi Congress

 

Here are our suggestions in the holding of this telephone conference:

 

A.  Marie-Paule shall call the propositions by their newly assigned no above  (from 1 to 7)  and mention them by topic or concept although the exact wording of the propositions will be that written out in Newsletter no 6;

 

B.  Marie-Paule will then ask if anybody has objections, if not, we shall suggest that the propositions be accepted  unanimously and I shall simply choose names of proposers and seconders from your responses to my letter no 6 for the purpose of drafting the minutes; if yes, it shall be registered and rather than ,embarking upon any discussion or clarification the topic shall simply be transferred to the Geneva meeting 3 weeks later.

 

C.  If a round table exchange is indicated such as for Proposition 5

(concerning who received an official invitation or needs a prepaid ticket) we propose the following order:  Armando, Barbara, Francois, Freddy, Joseph and Marie’Paule  Claude`s contributions shall be requested by Marie-Paule either before or after the exchange.

 

We see the main purpose of this conference in confirming last minute details on the Geneva Conferences  (WHO, Program Committee, and the Board meeting)
